ECATU is a Public Entity that has been in existence since 1983. It is a schedule 3 Public Entity in terms of the Public Finance Management Act No. 29 of 1999.

ECATU operates through a mandate by the Office of The Premier of the Eastern Cape Province whilst the ECATU Bill is being finalised.
