The Eastern CapeAppropriate Technology Unit (ECATU) is a schedule 3c public entity in terms of the Public Finance Management Act No. 29 of 1999. The entity reports to the Department of Rural Development and Agrarian Reform (DRDAR) in terms of Service Level Agreement(SLA) signed with the department. The SLA is derived from ECATU’s strategic plan and annual performance plan which informs the funding allocation of the entity from the provincial treasury. The entity has been in existence since 1983 and originated from the Transkei Appropriate Technology Unit (TATU) which was established in terms of the Transkei Corporations Act.
